Yes you can learn the faction skills taught in NY
From the link under community sites:

If you are Unsubbed you can not travel to other cities to learn the other faction skills.
Remember:
Faction skills cost skill points as well as requiring a high standing with that faction
Buy your interview(tough/charm) & evidence(smart) skills first.
For you as a very smart detective buy all the smart skills and choose either tough or charm to purchase first.
