How long do you have to wait until the someone will give you more info once they have said they aren't going to talk anymore...or do you just have to quit the case?

Without a special skill or perhaps help from an agency member if you are a subscriber, clammed townies and suspects will not open back up. So if you didn't get what you needed, yes, you'll most likely need to quit the case.
