I found once and cannot now, a description of the levels:
Easy=5-6People, 2Evidence, 3Suspects
Intermediate=7People, 2Evidence, 3Suspects
Hard=8People, 3Evidence, 3Suspects
Does anyone know the others? or where to find this info?

Among the links at City Hall there is one called "Sleuth Community Sites" and within that you can find the "Sleuth Helper" created by Naomi Hong. It has a list of the various levels. Unfortunately, however, not all the listings are 100% accurate, but it's still a nice tool.
Alternatively you can pm Reda - she has the accurate list :)
