You gain contacts (2 in each city, 1 PE and 1 WE), by doing favors for the townspeople. They won't become your contact by just one favor but after a time, they will. If you want a specific contact, whether it be PE or WE, then you just quit all favors except the one you are shooting for. However, that takes time to gain that contact doing it that way, but it can be done. :) Hope this helps!
