one of our agents doesn't have the money to renew at this time, and they knows they aren't kicked out of the agency, but here is our question! Will that agent still be able to use the stuff in the HQ, such as crime lab, case file, locker, etc.

An unsubbed person can still use all the features in an agency. The only thing that is different is the amount of daily cases they have and they can not travel.

just make sure they are in your home town before their subscription runs out
