What are the expereance points for?

As you solve cases there are three things that can increase (4 if you are in an agency)

Experience Points
Skill Points
Faction standings (up or down)
and if you are in an Agency Fame Points for the agency.

Your XP level is measured against other detectives on the high score listings.
Your Skill Points allow you to purchase additional skills later on.
Your Faction Standings show if you are good or bad with a particular faction.
Fame points for the agency is measured against other agencies on the high score listings.

One last note is that your XP level controls the level of a case you can open up.

Your Experience points also determine how much you must pay Shady to clear your record. The higher the experience, the more money he requests.

..and experience points effect your skill points as well. (Don't ask the formula, no one knows.) The more experience you have the more it takes to earn a skill point.

Another thing experience points can effect - the gear you can use if you aren't in an agency.

I say this because, as was pointed out, the experience points effect what case levels you have access to. So, without access to an agency's equipment locker, until you can open AI cases, you can't get some gear.
