Is 41 the top relationship you can have with one political agency, because it seems to me that when i reaach 41 i just don't care and i drop down to like 20 and start up again, so how high can you go?

If u go to Sleuth Community sites, and click on Reapers Agency, and under City, it has all the factions and list of gear they offer with the pts reflecting how much of charm,smarts and tough each item is. That might give u an idea of what faction leads toward charm, tough, and smarts. It also lists the factions special skills. :)
