Joining an established agency is the best way to start out. Interview a director or two from one's you are interested in. See how they run things, find out if they have rules to follow, etc.
Then when you are more experienced and have built up some cash reserves, you can start your own agency and know that it will not disapear overnight.
In answer to your questions above directly:
You typically get more cases to solve I have found, because everyone shares. If I can not do all 10 cases today I try to make sure that they go to other detectives in the agency.
Mojo has few hard rules we try to guide and answer questions rather than preach to people.
Look around at the various agencies on the boards and see what tickles your fancy.
One point to make, be sure to ask anyone you are interested in joining. Just becuase they have a full agency at the moment does not mean there is not room for a new recruit. People come and go all the time in agencies. Mojo has had over 60 detectives come and go just over a year.
