I know I shouldn't get it.
And I won't till I get my Basics.
I was just wondering.
It currently Costs me 12 Skill Points to get it.
Will it decrease if they know me even better?

My guess is a No, but I just wanted to make sure.

And I also want to ask, which is more important, Smart Skills or Tough Skills?

And what on Earth is Faction Points?

And how do I raise my Favour to the other 2 "Gangs"?
I can't answer any question or all.
So, what do I do?
Hope to get lucky twists in each and every Case I take up?

Hypnotism, don't get the faction skills until you have most other tough en smart skills. I think you are better off in investing in research, locking picking, interrogation, intimidation, thread or hair in your case.

For smart and tough skills you need to get the basics on both sides. interrogation, imtimidation, thread and hair first. (You need the basics to thread and hair, in order to be able to find threads and hair. You can already find notes, and prints without those skills.) If you have a lot of problems questioning suspects/witnesses, then build out your interrogation next skill you get. If you find you have more issues questioning towns people make it intimidation first. Or if you find you need more evidence to be able to solve a case, get a smart skill (basics first.)

Keep in mind your smarts and tough, are really influenced by your equipment as well.

Research is definitely one of the best skills around.

A way to get better with a faction. Is to quit the cases that count against the faction you want to get good in. Watch the cut scenes, the lady with the eye one will say if it is good or bad for a certain faction. In addition as soon as you hit +1 with the faction you want to go for, go visit them and do the little jobs. Make sure if you google the right answer.

Of course by subscribing you get more cases. But also you can have agency members to help you out, who have more skills. You can get better clothes. And most agencies know the answers to all little jobs.
