Ok, is there like a certain amount of experience to get a skill point, like once every thousand or something, or does it depend strictly on the cases, like the level you're at you get one and a level above youg get 2?

The more experience you have, the more experience it'll take to earn each skill point. We don't know the formula, and Ben isn't sharing. Those of us old folks around here have to work about 10 Almost Impossibles to get a single skill point anymore. :) So, spend them wisely!

The more exp you have the slower you get skill points. I dont know the exact formula. But let say you earn two skill points for every intermidiate case in the begining. When you get more exp it will be 1 per case and later 1 per four cases etc...
So you still earn points but they come in slower.
