how do you get Father Chen to teach you a new skill i.e. how does he get to know you better to give it to you

you can't learn the skill if you're not suscribed. offer to do the "little job"

Actually you can learn the skills from factions while unsubscribed. You must be in favor with them by 25+ points before they will teach you the skill. However, there is no skill that is worth getting until you have gained all the smart and charming (or tough) interview skills first.
