Oh... How about the witness evidence then? Let say someone saw a suspect leaving the crime scene? Can it be a forceful evidence to accuse the suspect?

Not without a fake/no alibi. As Crunch said, just because someone thinks a suspect is guilty, doesn't mean they are.

If they say such and such has not seen anything- can that person be the killer? That whole part of this game confuses me.

Any suspect can be the killer if he/she has a fake/no alibi. It doesn't matter if that suspect thinks they know who the killer is or if they haven't seen anything.

this confuses me too....
when they say "johnny hasnt seen or heard anything..." is that supposed to be incriminating, or does it mean he's probbly innocent?

Ugh. I don't know completely, but what I do know:

There's not point trying to unclam Johnny to ask him about someone however it might be good to unclam him to get his alibi :)

He won't give me any WE about anyone but he may be OR may not be guilty himself.
