I know in a given city, it definitely is less likely, but what about between all cities? If I have seven contacts already in four cities, is the eighth one harder to get than my second contact in New York was when it was my second overall?

I don't know that there's any hard evidence to back this up, but I'm pretty sure that each contact is equally random.
