Most of the time we chase down people who have been manipulated into committing crimes for other people whose cowardice have helped these actual perpetrators to screen off themselves perfectly. Well, isn't cowardice what caused people to rightfully gather in packs and communities to fight those stronger animals throughout ancient history anyway? It is as old as the human kind itself. I wish there was a way to cuff those cowards instead but vigilantes aren't as welcome as this crooked law we have had since the so called modern democracy. As long as there are sheep that ask for a shepard, there will always be someone to grab a stick and 'hire' a dog to herd them.
