If you mean how do you enter the faction, then you need to do cases that are + for the order of socrates. Once you done it you can go visit them and meet the mayor. After that keep doing the little jobs as Greyling said.
Avoid cases that are - with that faction and soon you'll be able to buy equipment, ask about hunts and learn their special skill.
