How many favors does it take for someone to become a contact?

Well, the more favors you do, the sooner /someone/ will become your contact. As Mak says, it's random. But the only way to get a specific someone as your contact is to quit all other favors with townspeople in their category, by which I mean, if you really want Music Teacher for some reason, quit all other favors for townspeople who are what we call witness evidence (WE) types, but don't worry about the physical evidence (PE) faves. On the other hand, if you really want Tailor for some reason, don't worry about any of the WE faves, but quit the other three PE favors.

This will prolong the amount of time it takes you to get a contact, but leave you in control. I don't think anyone needs to bother with this method unless you are in an agency that has too many of one contact and not enough of another.

If we play long enough, we'll all get two contacts in each city, on for WE and one for PE, and they are all good, so it really doesn't matter much at all whom you get specifically except as I stated above or if you want to get into some REALLY fine points.

I may have gotten too specific already, but I wasn't sure from your question if you were trying to get someone specific as your contact, or just trying to get a contact, period.
