How could an agency set up locations in mutliple cities without becoming completely unbalanced?

I would have liked the idea of swapping clothes with a fellow agency members, if there was no password sharing. With the password sharing going on, it would be like carrying an extra equip locker. I have nothing against password sharing, in fact it is another thing that makes you think about if you trust people or not, or know when they offer theirs that they trust you.
But what I am dead set against, if people being "forced" to handover their pass, or get fired from an agency if they don't. We already seen a few times upset newbies leaving an agency, because they didn't want to give their pass. I think if inter-equip sharing, the push to have people share a pass that they may not want to share, becomes bigger.

And some warning here. Though password sharing is quite common in here. I'd be very careful doing so. I think if there is any place where reputation of the person you share you pass with matters, it's here. We already had a few people crying loudly because they joined another 10 day old detective in a new agency, and were robbed blind. Though I sympathize anyone getting stolen from. You do carry some responsibility in the matter when you hand over your pass to someone else, or promote someone to agent/officer/director within a day. I would be careful to check out someones reputation.
