Here's a Skill Idea:
Gut Instinct- Tells you which suspect will reveal the most motives. Or it could tell you how many motives a suspect will give you when you first look at a suspect. In either case this doesn't count the additional motives you gain from hypnotism.
Granted it will be possible that the motives will be of people you already have but I could see it being a somewhat useful skill allowing detectives to pick and choose which people they go to first but not all that unbalancing considering detectives will have to talk to everybody eventually.
I also have a good name for another skill but I'm not quite sure how the mechanics would work for it.

Skill: Frame Suspect/Plant Evidence
For those times when you just want to finish a case without worrying about whether justice has been done. Possible mechanics might include:
1) using it only once a day and having to pay your PE Contact double the unclamming cost to "find" a match for a suspect without a valid alibi; or
2) every time it is used, it causes your agency to lose 20 Fame (or any other number considered appropriate); or
3) there is a 10% chance the police become suspicious and question you causing you to lose 2 cases that day.

I thin we should have no new skills. But the "Getting Friendly" skill suggested by Reda does seem pretty cool. I don't like the idea of agency skills or skills relating to the crime scene for some reason.

I also have a suggestion:
Ballistics/Weapons Analysis - Smart - 10 points
Allows you to find weapons or bullets in the crime scene and to tie them to a certain suspect via a new PE witness, the owner of the Detective Store. No special clues (such as right of left handed or curly or slim) will be given, and can only be used on Incredibly Hard cases or above. The owner of the Detective Store cannot become a contact and you cannot do favors for him/her.
