The fortune teller tells you if you have a complete suspect list.

The OS is located in the Mayor's office in City Hall.

Contacts come randomly, 2 per city. From the help file link at the top right of your screen....
"Favors are cases you work on at the request of one of the recurring characters in sleuth. If you want to work on a favor, talk to one of those characters when you aren't already working on another case. The reward for performing a favor is usually a piece of special equipment that can't be purchased in the detective shop. Occasionally, performing a favor will earn you a contact. When a given character becomes your contact, they can always be counted on to be cooperative in your future investigations. In other words, a contact will never refuse to answer one of your questions."

If you ask for favors during a case you won't have one open up on accident if you aren't prepared to work it just yet. You only get a favor after succesfully completing 4 cases.

Lockpicking is a DAB skill. You need to be friendly with them with a +25 standing and it will cost you skill points.

correction: Lock picking is not a faction skill! Its a normal skill that you can buy with points and it lets you enter a suspects house while s/he is gone.
Pick pocket is the DAB skill. This will let you get paid when your client is guilty.
