Welcome!

If you go to your detective page, you see in your stats "unspent skill points", when you visit the link you see all the skills you have, and the ones you can buy with the amount of skill points you have currently earned. On the bottom there is a link to a help file, where are the skills are explained. Including the different handwriting skills, which you need in this case. You need the more advanced one.

There's a lot of things that you would think your character should be able to do naturally but this is not the case in the game.

Unlike our good mod above has said, there is no "advanced one" in terms of hand writing skill.

You can find threatening notes at crime scenes naturally.

I think haveing the "Hand Writing Analysis" skill lets you judge the handedness.

The only way to get a 100% ID is to get the bank teller to match threatening note to suspect.

Although, as you point out, if you have the "Hand Writing Analysis" skill and determine the writing is left handed and only one of your possible killers is lefthanded then you have a definite match... unless you missed a suspect still unidentifed =)
