Does this skill make a genuine substantial difference to the success chance of one's toughness options, or it is kind of a dud?

So, it works on everybody (male and female, suspects and townies) and boosts intimidation/interrogation by 10% (+10 adjustment to whatever the base score is (and that can vary for different people) along with the boost your skills and equipment give you).

That thread's interesting as the answers there seem to be weighing it up with surveillance, which is the other skill I'm considering going for with my current set of skill points. At my current stage of Sleuth existence I think that +10 is going to be very useful, whereas it'll be relatively less useful later on when I have significantly better equipment. Thank you.
