Judge of Character Skill

The Judge of Character skill says it "Tell whether a suspect or witness is more likely to respond well to Charm or Toughness".
Does anyone know if it means which one they will respond better to in general, or which one when performed by my detective based on my current skills and bonuses?
I'd like to think it's the latter, but I can have enough trouble getting information as it is without being told to use the wrong skill.

i support bella on this one. when i just started some one told me this skill is good. now im sorry for it cause i spend too much on having both tough and charm. everytime u want to change between the two u have to also get ur outfit changed in order to get the maximum from it. apart from it being a hassele (and only possible if u have acsses to agency locker) suspects tend to die on u if u leave and come back. so the only ones were i do use it for are the shopkeepers who are immortal.
i sugest u concetrate on tough or charm and get dressed accordingly. if u ever come to the situation that u have all other skills then u can get this one. much much later. i know i would if i knew then what i know now.

Ditto. You will find that, if you have the correct skills and equipment, and are not working too hard of a case for your character, you will be able to charm the tough and harrass the charming. :)
