Okay, I've taught myself the ropes, I guess, but I've had 2 false accusations before I figured out you could quit (or that false accusations had consequences). I stumbled on the Shady Character's function, but was a little short of cash. So I got more, and went back. His price had gone up, just a little more than I had. More money. Price went up again. I've solved 3-4 RRH cases since then, and the price keeps going up, just out of my price range. What's the deal?

Shady's price goes up with every case that you solve. The secret to getting ahead of the price on your head is to do lots and LOTS of favors. Favors pay off an average of about five times more than the average case will. And since there's no client on your suspect list, you'll wind up with some money as long as you can solve the case.
Good luck, Mr. Stalin.
