Does having an ajustment for increase toughness points for example, allow me to purchase skills at a lower rate?
If so how much lower.
Right now, I have a toughness adjustment of 15, and it does not seem to make a difference.

only your archetype eg tough, tough & smarth, etc changes how much you pay for skills.

so

for a tough skill like intimidation and if your archetype is very tough you get a 4 pt reduction on cost

for a tough skill like intimidation and if your archetype is very tough & smart (hybrid) you get a 2 pt reduction on cost

for a tough skill like intimidation and if your archetype is very charming you no reduction.
