We're presuming you're asking about Witness Evidence (W/E), yes??
If that's the case, then Jas has answered your questions.
If you're asking about the 'motive' question, things are a bit different. For the motive question, a suspect can name anywhere between one and eight (that's the most I've seen, anyway) other suspects. And there may be three or four suspects that name a particular person on the motive question. Remember, motives and W/E are not the same. You MUST have a motive in order to capture a guilty suspect. W/E is not necessarily needed all the time.
So, if you're asking about the Motive question, the answer is no to both, as per the above explanation.

1. Each of the suspects will only name 1 suspect, whether having a REAL or a FALSE alibi.
2. Yes, there are always 2 suspects that will suspect a GUILTY individual. However, it is best for you to establish a FALSE/No Alibi situation before making your conclusions.
