At this point in time, it will do you no good to talk to the ambassador to give you info on Arch Villains.
In oder to even begin and Arch Villian you must have at least100,000xp points and be able to AI cases (Almost Impossible) on your own, as on Villian Hunts, you only do AI's with no help from anyone but your contacts.
It's also recommened to have some cash saved up as well as have all your contacts in the 4 cities...again, it's recommended but no required...however it will be difficult to do AI cases without your contacts!
