Travel to Dehli

Is it no longer possible to travel safely to Dehli? Or does one simply have to have the Pirate Negotiation skill? Is there any other way to get there without being robbed each time? This is new to me. ;)

Pirates can travel to other cities besides Delhi, so its just random...maybe later on they might not be there or tomorrow the could be in another city!
