I have just set up my own agency and was wondering how to set up the treasure hunts.

As you have no members in your agency yet. I would not spend money on starting the treasure hunts until you do.
I'd say it is impossible to win them, all on your own.

So how "in" with the faction do you have to be to get access to a treasure hunt?

10 or better to get them to give you information on a hunt.
And 30 or better to learn a special skill.
And if you want to buy special equipment, the price goes down, the better they know you, up to about 30.

It is actually 25 to learn the skill.
