i am in a case wherein the suspect has fake alibi, WE and PE but cannot be accused without motive. Is there any solution here? Thanks

Actually you can unlock suspects without getting their motive automatically in a couple of other ways too: by asking townies if they know anything, and by virtue of one of the little twists, in which such and such person was carted away by the cops.
