Hi :) I don't think it's any secret now that you have to be able to do Almost Impossible cases to do a Villain Hunt.
Nor do I think it's any secret that in order to start a Villain Hunt you need to seek out the Ambassador. You should check the City News to see where he is.
But as I said until you're capable of doing AI cases, don't worry about it.
