I read somewhere that it takes about 2 weeks after you submit a pic. for your avatar to come through.
I submitted a pic. over 3 weeks ago, and nothing. Does this mean they aren't going to use my pic?
If they aren't going to let me use my pic., will they notify me somehow?

and yes, if your pic will not be used for some reason, i do believe they contact you.

You must first be a subscriber...
Then go to City Hall -> Submitting Content to Sleuth -> Submit Your Own Avatar

Avatars can now only be submitted if you are subscribed.

If you check the avatar thread in sleuth talk, and you submitted BEFORE i posted that I just sent a batch to BEn.....yours should be up in a few days. If not you have to wait a bit.
