works automatically when asking a suspect for people with motives. it will say something like, "knowing some people can be induced to remember ...something or other, then pop up some names, sometimes, of people with motive. it doesnt always work though. im sure someone can better tell what the screen actually says...

It works automatically.
BUT it doesn't always work.
When it does work it gives you the name of an extra suspect.
So you'll see when you ask someone on your suspect's list who they suspect, that there's additional text at the bottom of the screen (and without typing the whole kit and kaboodle) you'll see the suspect either starts speaking in a different voice giving you the extra name, or if it doesn't work it says you gave up before the suspect got suspicious.
Basically it just saves you a question or two here and there. It's not super necessary, but it's still handy dandy to have.
If I may say, don't get too wrapped up in faction skills though Gy. eh? They're more icing on the cake really. Better to get your basic charm skills and smarts skills.

Lockpicking always works if you have the skill. If you find nothing of value in their appointment book, then that suspect will have no alibi.
And, if I may reiterate SS, faction skills should be the last skills (or nearly last) that you worry about acquiring. :)
