I found one person who the hair belongs to, he has no alibi and a motive, do I accuse him?

what is with the other piece of hair?

If by "no alibi" you mean he either said that it's "none of your business" or that he has a fake alibi, then yes, it is safe to accuse.

If you just can't get an alibi out of him because he's clammed up on you, you'll need to find 2 eye witnesses to accuse him with 100% certainty.

Only one piece of evidence will belong to the killer. All other evidence will belong to people with a real alibi.
