I found foot prints at the scene of the crime and I went to the shoe maker, but after I ask him if it was made by one person or another he clams up and won't answer any more questions. How do you get him to answer more questions?

Without subscribing and joining an agency for assistance, you can't. You can bribe him for one more answer, provided you have enough money.

If this happens often, you might try going down a level or two until you've improved your interview skills (ie. rule bending or interrogation) and your gear.
