I'm only solving Beginner mysteries because I don't feel that I'm ready for the next level. Now, when I solve them and correctly accuse the murderer, I don't receive any new skill points. Why is this?

You will get them eventually even if you continue to do the same level. Skill points are related to exp. The more exp you have the longer it takes to get a skill point.
Only level that gets "closed" is beginner. Easy's you can do whenever you want and how many you want.
