I pay a faction leader for information on treasure hunts, then they tell me to go see so-and-so and do them a favor. When I go to the appointed person to do a favor they tell me there is nothing I can do for them. What am I doing wrong?

It takes for successful cases to make a favor, and its random who you find. The townie the Faction leader sends you to is the one you need to call you, but there is no promise that you'll find a favor for that person right away.

Do a case, check again, do another, until someone will hire you for a favor.
