It is only useful if you are part of an Agency.
In some Treasure Hunts, keys are used. If you have this skill you don't need to get the last key, you can use this skill instead.
This basically means that a Treasure Hunt that would normally need 8 solved Favour Cases (for example), can be done in only 7 solved cases.
Remember though that not all Treasure Hunts use keys.
