Contacts are the people from town (e.g. butcher, waitress). If you do enough favors for them they will eventually become a contact meaning that you can ask them as many questions as you like. They will never clam up on you. It seems that in every city you can have a max of 2 contacts.

You earn contacts by doing your cases.
Specifically when you do a favor for someone in town there is a chance that person becomes a Contact.
A Contact will answer any number of questions you want from them, they will help a lot in your cases.
You can have 1 PE (Hair, Thread, Notes, Foot) contact and 1 WE contact per city you are in.
